The European Union has carried out an online digital test to enable every citizen to assess their IT skills and, subsequently, to improve in areas where they are most lacking.
The goal is to allow each user to self-evaluate his technical skills in the field of digital. The test takes about 20 minutes and is available in the 24 official EU languages, as well as in Icelandic, Norwegian, Turkish, Serbian, and Macedonian.
In fact, according to the latest Digital Index on the Economy and Society, 44% of Europeans do not even have basic digital skills. Thus, an important part of European society cannot fully benefit from the new opportunities created by digital technologies.

Knowing what your digital skills are is the first step in learning. This initiative contributes to the strategy of the Digital Decade and to one of its objectives: that 80% of Europeans be equipped with at least the basic digital skills by 2030.
The self-assessment tool Test your digital skills has been designed taking into account the needs and experience of users. It can be accessed from both the Digital Skills and Employment Platform and Europass. The test can be accessed from phones, tablets, or computers. The questions cover five macro-areas of digital skills:
- Information and data literacy
- Communication and collaboration
- Creation of digital content
- Safety
- Problem solving
Once the test is completed, the user will receive their overall result and scores in each of the five areas of Digcomp competence. They will be able to download a report and store their results on their digital skills and work platform or on their Europass profile. The test can be repeated to monitor progress.
The test is provided as open-source software so that any organization, company, or institution can integrate the test into its platform, application, or service. The instrument is the result of a project funded by the European Parliament.
